FOREWORD
In 1945 the Welsh Department of the Ministry of Education published a pamphlet on language teaching in the primary schools. It sought to emphasise those aspects of the cultural background of Wales which should be the inalienable possession of all Welsh pupils, and suggested a possible language policy to meet the needs of primary schools in different parts of the country.
The same principles need to be applied in the education of pupils who are over 11 years of age; indeed the results of efforts in the primary schools will be lost unless they are continued at the secondary stage.
Our secondary schools have not given due consideration to the Welsh language as a means of instruction, and they do not give it a satisfactory place in the curriculum. This pamphlet calls the attention of education authorities to the facts; suggestions for grappling with the problems raised are made, for without sound work in the secondary schools, the dual responsibility of safeguarding the birthright of Welsh children and of preparing them for the wider demands of modern life will not be discharged.
